STAY ON TRACK WITH SAFETY STANDARDS Safety Standards Guide Legal requirements for signage in temporary road works Sections 65 and 124 of The New Roads and Street Works Act 1991 with Statutory backing from 1st April 1993 by the Department of Transport, The Scottish Office and The Welsh Office require work carried out under the Act to be conducted in a safe and responsible manner. Failure to comply with the Code of Practice issued under these sections is a criminal offence and can be used as ‘evidence of failure to comply with those requirements’. Although everyone on site needs to behave in a safe and responsible way, it is the employer who must ensure that proper arrangements for supervision are laid out and safe procedures are in place and followed. Basic Principles Traffic signs must conform to the Traffic Signs Regulations in force at the time work is carried out. At night in the typical urban street lit situation with a 30mph speed limit there is no need to directly light signs – but they MUST be reflective. Cone Legislation Safety at Street Works and Road Works legislation dictates that all reflectorised signs must be to BS EN 13422. In this context, cones are treated as road signs and should be reflectorised to the relevant standards. Also under this regulation a minimum size of cone for use in street works according to the type of carriageway and speed limits came into force. See chart for details. Traffic Signs 2002 Regulations and General Directions changed the dimensions of the white reflective areas (sleeves) in relation to the red portion of the cone as follows: • Red portion at top of cone must be 25% of overall height • White reflective areas (sleeves) must be 40% of overall height • Red portion below white sleeve must be a minimum of 10% of overall height • The base may be red, black, grey or brown • All cones featured in this catalogue fully comply to all new legislation
