About Crescent Purchasing Consortium Crescent Purchasing Consortium (CPC) is a registered charity, not-for profit, Public Sector Buying Organisation (PSBO), owned, and run by the education sector. On April 2nd, 2024, CPC merged with its subsidiary brands CPL Group and Tenet Education Services under one united single brand and will operate and solely be known as Crescent Purchasing Consortium. Members, suppliers and wider stakeholders will see no changes in the delivery of services from the CPC and Tenet Education services other than them being delivered under a new CPC brand whilst harmonising 58 years’ worth of expertise across the sector. CPC provides over eighty bespoke education sector compliant purchasing frameworks, with fifteen being recommended and approved by the Department for Education. In addition, its paid consultancy service (formerly known as Tenet Education Services) team of procurement specialists provide expert consultancy and advisory services, delivering improvements, compliance, and value for money. The CPC’s portfolio of services and a new harmonised website will provide its members with a one stop procurement shop for all buying and consultancy needs under one single brand.
Governance
CPC is governed by a Board of Trustees comprising of twelve members. The Chair of the Board, Andrew Comyn, is Deputy Chief Executive & Chief Financial Officer at Nottingham College.

Crescent Purchasing Consortium place social value at the heart of everything they do. Owned by the education sector, one of CPC’s greatest assets is its commitment to ‘GIVING BACK’ to the ‘Education Sector,’ they believe this is what sets them apart from its peers and makes them unique. Since 2019, CPC has designated over £1.56 million of its reserves to several projects providing free or subsidised services to its members. £1.3 million of this designated reserve has been allocated to a grant fund which provides non refundable grants to schools, academies, colleges and universities, UK wide. To date, approximately £750k has been awarded to 134 educational institutions to assist them in their own projects and initiatives for enhancing teaching and learning within their organisation.

carbon forecasting
SUSTAINABILITY
Within our Carbon Forecasting reporting tool we can demonstrate to customers the monthly carbon footprint related to the processing and delivering of orders from our locations to customer sites. We can identify sites with a particularly high carbon footprint and offer solutions to reduce this by introducing or increasing a minimum order value or a 2-day delivery week. product recycling Our recycling service supports customers in ensuring their PPE products are securely, responsibly and environmentally disposed of. The service accepts all head-to-toe PPE and workwear, provided it is not contaminated with any substances controlled by COSHH regulations. PPE products are segregated into their different categories and sent to third party recyclers, specialising in the reuse and recycling of those products. To improve sustainability further, used PPE will only be collected using the Greenham fleet at point of product delivery to reduce road miles. KEEPING YOU SAFE A Guide to EN ISO 20471 High-Vis clothing is designed to make the person wearing it more visible in all lighting conditions, including daylight and under illumination by vehicle headlights in the dark. The international standard is primarily aimed at ensuring the safety of workers who are at risk of being hit by vehicles or moving equipment whilst at work. EN ISO 20471 ensures garments meet the following requirements: Colour and Reflectivity The garment must have fluorescent colours that are easy to spot and materials, such as reflective tape, that reflect light in low light conditions, helping the wearer to be seen. Design The garment design must ensure maximum visibility of the wearer from all angles, even when they are moving. Durability The garment must retain its protective qualities over time. There is strict criteria for maintaining the colour intensity and how the reflective materials (comprising tiny glass particles) perform after repeated washing.
Safety Standards Guide Visibility
The garment should contain a minimum amount of colour and reflectivity to keep the wearer safe. This is classified into three classes which are decided by how much fluorescent fabric and reflective material is visible when worn. Class 1: Minimum level of protection required for any persons working on a private road or to be used in conjunction with a higher classed garment. Must incorporate a minimum of 0.14m² of background material and 0.10m2 of retro-reflective material. (2 metres of 5cm wide reflective tape.) Class 2: Intermediate level of protection. Required for any persons working or near A and B class roads, also for delivery drivers. Must incorporate a minimum of 0.50m2 of background material and 0.13m2 of retro reflective material. (2.60 metres of 5cm wide reflective tape.) Class 3: Highest level of protection. Required for any persons working on or near motorways or dual carriageways or airports. Must incorporate a minimum of 0.80m2 of background material and 0.20m2 of retro relective material. (4 metres of 5cm wide reflective tape.)

Buying Guide High-Visibility Garments – The requirements and the facts Being struck by a moving vehicle is the second most common cause of death in the workplace. It is therefore essential that any High-Visibility garments issued to employees conform to all relevant performance standards (EN20471, European Standard for High Visibility Clothing) and are worn and maintained correctly for maximum protection. So what does this mean to you? In order to comply with all UK and European legislation, you need to ensure that the High-Visibility garments you
buy comply with the following: ‘High-Visibility clothing conforming to EN20471 which must be worn at all times.’ All Retroreflective Materials used in our High-Visibility Clothing exceed the highest brightness category of EN20471. Retroreflective materials greatly enhance your visibility in low light situations. This reflective material returns light to a light source – such as vehicle headlights – creating a bright image that motorists are more likely to see from a distance. As a result, motorists and pedestrians have more time to react.

Highways Agency: Chapter 8 Traffic Signs Manual (Part 2) – Operations: Para 06.3.2 The workforce and supervisory staff should wear High-Visibility warning clothing at all times when on site. Clothing shall comply with EN20471 Class 2 or 3 (Class 3 on motorways and other high speed roads) and shall comply with the requirements of paragraph 4.2.3(b) of the Standard. The colour of the clothing shall normally be fluorescent yellow or fluorescent orange-red complying with Table 2 of the Standard. The retroreflective material shall be to Class 2 as defined in Table 5 of the Standard. In addition, on motorways and other high speed roads, High-Visibility jackets or coveralls shall have full length sleeves meeting the requirement of paragraph 4.2.4 of EN20471. This requirement may be varied to three-quarter-length sleeves where a risk assessment shows full-length sleeves would present increased risk due to the activity being undertaken. Staff should also wear High-Visibility trousers complying with Class 1 of EN20471 where the carrying of large items of equipment or other activities may at any time obscure the visibility of the high visibility jacket or vest. EN 388 – This standard applies to all kinds of protective gloves giving protection from mechanical risks, in respect of physical problems caused by abrasion, blade cut, tearing, puncture or impact. This standard also covers risk of electrostatic discharge. EN ISO374-5:2016 – Gloves have been tested for penetration (leakage) using test method in EN 374-2:2014 but do not need to be tested against chemical permeation. If the word VIRUS appears under the symbol, this signifies protection against bacteria, fungi and viruses. If the word VIRUS is not present, then only protection against bacteria and fungi is claimed. Such gloves may not protect against all viruses. EN ISO374-1:2016/Type A – The permeation performance shall be at least level 2 (minimum 30 mins breakthrough time) against a minimum of 6 test chemicals. EN ISO374-1:2016/Type B – The permeation performance shall be at least level 2 (minimum 30 mins breakthrough time) against a minimum of 3 test chemicals. EN ISO374-1:2016/Type C – The permeation performance shall be at least level 1 (minimum 10 mins breakthrough time) against a minimum of 1 test chemicals. EN 511 – This standard applies to gloves which protect the hands against convective and contact cold. EN 407 – This standard specifies thermal performance for protective gloves against heat and/or fire. EN 1082 – Cuts and stabs by hand knives EN 11393-4 – Chainsaw Protection (supercedes EN 381) Design A: The EN ISO 11393-4 standard design A for gloves describes a protection surface on the back of the hand. The protective surface must be minimum 110 mm wide and minimum 120 mm high at the highest point (without the fingers). Design B: The EN ISO 11393-4 standard design B for gloves describes a protection on the back of the hand and 4 fingers. The protective surface must be minimum 110 mm wide and minimum 190 mm high from the base to the highest point. The norm also prescribes 4 classes that correspond to the chain speed with which the tests have been done: 1: Requirements and testing for freedom from holes. 2: Requirements and testing for physical properties. 3: Requirements and testing for biological evaluation. 4: Requirements and testing for shelf life determination.
Thermal Hazards: EN407 is recognized as an international standard for how well gloves protect from heat and/or flame (aka ‘thermal risk’). Heat and flame protection on the job may seem fairly basic, but the dangers are actually multi faceted. This is why EN407 is made up of six unique glove tests, each graded on a scale of zero to four. While the methods and performance levels depend on the field of application, one thing holds true: the higher the EN407 score the better.

1. Limited flame spread This test is indicated by the above fire icon. Because the presence of flame is inherently dangerous, this test assesses a glove’s flammability and charring behavior after being exposed to a direct flame. 2. Contact heat resistance This tests thermal resistance by measuring the rate of temperature rise, or, in other words, how long gloves keep the heat at bay. Note: If a glove is not tested and certified to LFS, this test is indicated by the above icon with three wavy lines. This means the glove has protection against heat without flame. 3. Convective heat resistance This test exposes gloves to a flame heat source, with the glove being spaced well away from flame, never making contact. Different surfaces of the glove are tested. 4. Radiant heat resistance This tests the back of the glove to ensure materials can resist extreme heat radiating through the glove’s various materials. 5. Resistance to small splashes of molten metal This test is designed to assess hand protection when working with small amounts of molten metal. Welding is a good example. 6. Resistance to large splashes of molten metal For this test, PVC foil is used to simulate how skin would be affected inside the glove. In addition to this, the 2020 version of the standard contains sizing requirements for the minimum length of gloves that are claimed to protect against small and large splashes of molten metal. During some tasks, gloves may become soiled and therefore require cleaning. If gloves are intended to be cleaned, the manufacturer will need to supply cleaning instructions to the wearer, while demonstrating that the cleaning has no significant detrimental effect on the glove’s protective properties. All tests within this standard are performed on unused gloves or hand protective equipment. However, for products that are intended to be cleaned, tests must also be carried out on the products after the required cleaning cycles, following the procedures instructed by the manufacturer. For example, if the manufacturer intends the gloves to be laundered up to five times in a washing machine at 30°C and then line dried, they will need testing evidence to support this. Likewise, if they intend the gloves to be tumble dried, testing evidence will be required to support this claim. Thermal Performances: EN 407 specifies six thermal properties, each with four associated performance levels. These allow manufacturers to create a range of gloves offering differing properties for various requirements. The four performance levels range from ‘Level 1’, which is the lowest level of protection to ‘Level 4’ (the highest level). To claim performance levels of 3 or 4 for any of the thermal properties, the limited flame spread test must also be performed and must obtain a minimum rating of Level 3. If this requirement is not met, the maximum level that can be reported for any of the thermal properties will be Level 2. Limited Flame Spread Test: The limited flame spread test is used to assess the ability to protect the wearer’s hand if it comes into close proximity with a naked flame. To give good results in this test, the gloves do not need to be inflammable, but they must inhibit combustion and burn slowly enough for the wearer to recognise this and safely remove the gloves.

EN 16350 – EN 16350 - This European Standard specified a test method for the electrostatic property of gloves. The test improves on EN 1161 as it requires a lower vertical resistance of less than 10 ohms. Gloves tested to EN 16350 can be used in areas where there may be an increased risk of explosion, such as a refinery. EN 10819 – This European Standard specifies a method for the laboratory measurement, the data analysis and reporting of the vibration transmissibility of gloves in terms of vibration transmission from a handle to the palm of the hand in the frequency range from 31.5Hz. The standard is extended to define a screening test for the vibration transmission through gloves.
