A Guide to EN ISO 20471 High-Vis clothing is designed to make the person wearing it more visible in all lighting conditions, including daylight and under illumination by vehicle headlights in the dark. The international standard is primarily aimed at ensuring the safety of workers who are at risk of being hit by vehicles or moving equipment whilst at work. EN ISO 20471 ensures garments meet the following requirements: Colour and Reflectivity The garment must have fluorescent colours that are easy to spot and materials, such as reflective tape, that reflect light in low light conditions, helping the wearer to be seen.

Design The garment design must ensure maximum visibility of the wearer from all angles, even when they are moving. Durability The garment must retain its protective qualities over time. There is strict criteria for maintaining the colour intensity and how the reflective materials (comprising tiny glass particles) perform after repeated washing.

Introduction

Visibility The garment should contain a minimum amount of colour and reflectivity to keep the wearer safe. This is classified into three classes which are decided by how much fluorescent fabric and reflective material is visible when worn. Class 1: Minimum level of protection required for any persons working on a private road or to be used in conjunction with a higher classed garment. Must incorporate a minimum of 0.14m² of background material and 0.10m2 of retro-reflective material. (2 metres of 5cm wide reflective tape.) Class 2: Intermediate level of protection. Required for any persons working or near A and B class roads, also for delivery drivers. Must incorporate a minimum of 0.50m2 of background material and 0.13m2 of retro-reflective material. (2.60 metres of 5cm wide reflective tape.) Class 3: Highest level of protection. Required for any persons working on or near motorways or dual carriageways or airports. Must incorporate a minimum of 0.80m2 of background material and 0.20m2 of retro reflective material. (4 metres of 5cm wide reflective tape.)

EN 20471

High-Visibility Safety Clothing

This standard ensures wearers can be easily seen. It sets out rules for creating fluorescent clothing with reflective strips that stand out day or night, helping to keep wearers safe around traffic and machinery. A specific set of guidelines for clothing designed to make railway workers visible on and around tracks. It ensures that the clothing is not only highly visible but also meets the unique safety requirements for the railway environment. This standard focuses on keeping wearers dry. It rates clothing based on how well it keeps out water and how well it lets air in (for breathability), ensuring wearers are comfortable and protected from the rain while working outdoors. A standard that provides guidelines for clothing that protects the wearer against cold in environments where temperatures might drop below freezing, focusing on insulation and breathability to regulate the wearer’s body heat.

APPENDIX EXPLANATION Fluorescent Colours

Fluorescent materials are designed to absorb ultraviolet (UV) light and emit it as visible light, making the wearer more visible, especially in low light conditions. These materials are crucial in high-visibility (High-Vis) clothing, as they enhance the wearer’s visibility, thereby increasing safety in the workplace.

Fluorescent Yellow

Yellow is the most common colour used in High-Vis clothing due to its excellent visibility in various light conditions. Fluorescent yellow is particularly effective in urban and industrial environments as it provides a stark contrast to the majority of natural and man-made backgrounds, ensuring that wearers stand out.

Fluorescent Orange

Orange is known for its strong visibility and contrast against natural settings and is widely used in road and railway work environments. The colour is effective in distinguishing workers from their surroundings, especially in areas with greenery, making it a popular choice for outdoor and forestry settings.

Two Tone Colours

Two-tone High-Vis garments combine two different colours, typically one fluorescent and one darker shade, to enhance visibility while also hiding dirt and stains in high-contact areas. This design improves the functional life of the garment and can help to delineate different areas of protection, ensuring that the most critical areas for visibility remain bright and noticeable.

APPENDIX EXPLANATION Reflective Materials

Reflective materials are usually made from glass beads and are applied onto an adhesive-backed tape. This tape is then sealed to the fluorescent fabric of the garments in specific high-contrast patterns to optimize visibility and follow body contours, helping to define the human form so that others can quickly recognise a person. The reflective efficiency declines with regular washing as the glass beads deteriorate. Consequently, these garments have a certified lifespan, often limited to around 25 washes, after which they may no longer meet safety standards. Heat applied reflective tape, also known as iron-on or heat-transfer reflective tape, is attached to garments using heat and pressure. The primary advantage of heat applied reflective tape is that it forms a flat, seamless bond with the garment, which can be more comfortable for the wearer and can maintain the garment’s flexibility. Additionally, it provides a smooth finish that does not puncture the fabric, which is beneficial for waterproof or water-resistant materials as it maintains the garment’s integrity against moisture.

Heat Applied Tape

Stitched Tape

Stitched reflective tape is sewn directly onto the garment, stitching the tape around its edges to secure it to the fabric. Stitched tape is very durable and less likely to peel off than heat-applied tape, particularly through repeated washes and rigorous wear.

Ballistic

Ballistic fabrics are robust, high-strength materials engineered to shield against intense abrasion and tearing. Constructed from densely woven fibres (such as Kevlar ® , Dyneema ® , or Nylon) these fabrics are essential in work settings with physical hazards, like construction, manufacturing, or utilities. Ballistic clothing reduces the risk of injuries from sharp items, abrasive surfaces, as well as increasing the longevity and durability of the garments.

Appendix

How to maintain your High-Vis garments

Cleaning

Dirt and stains can significantly reduce visibility, so regular cleaning is essential. However, harsh cleaning can degrade the fluorescent and reflective materials, so follow the washing instructions provided carefully. Do not continue to wear the garment after the specified maximum wash limit.

Drying

Avoid high-heat drying as is can damage the fabric and reflective materials. Line dry or tumble dry on a cooler setting, if permissible according to the garment’s care label.

Inspection

Regularly inspect the High-Vis garments for any damage, wear, or fading. Check that the reflective strips are intact and not peeling or cracked. Garments that are heavily soiled, faded, or damaged should be replaced immediately, as their safety features may be compromised.

Storage

Store High-Vis garments in a clean, dry place away from direct sunlight and harsh environments to prevent fading and material degradation. Ensure they are fully dry before storing to avoid mold or mildew.

End of Life

Recognise when a garment has reached the end of its useful life. Continuous use, washing and exposure to UV light can diminish the effectiveness of the fluorescent and reflective materials. A garment that no longer provides the required levels of visibility should be recycled and replaced.

Wash Count

Keeping High-Vis garments clean and free from debris is crucial for maintaining visibility, as dirt can obscure the garment’s High-Vis features. However, excessive washing can lead to the fading of fluorescent fabrics and the deterioration of the glass beads in the reflective materials. Therefore, all High-Vis garments have a limit to the number of times you can wash the garment before it must be replaced.
